Functions of the Project Director

Provides overall guidance to the officers and staff of the department in the district.
Issues guidance and instructions for implementation of central and state schemes.

Ongoing Schemes and Projects

a. Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA)

The MGNREGA guarantees 100 days of wage employment annually to rural adult members willing to undertake unskilled manual work. It aims to improve livelihood security through employment in infrastructure development projects.

Legal guarantee of 100 days of employment per household.
Unskilled manual labor focused on local development.
Eligibility: Adults (18+ years) in rural households.
Emphasis on transparency, accountability, RTI, audits, and grievance systems.
Run with local Panchayati Raj Institution involvement.
Minimum 60% funds for labor, 40% for materials.
Monitored via committees and regular evaluations.

b. Pradhan Mantri Awas Yojana - Gramin (PMAY-G)

A Central Government flagship scheme aimed at providing affordable, permanent housing to rural poor. Aims to replace kutcha houses with pucca homes with essential amenities.

Successor of Indira Awaas Yojana (1985).
Financial aid to build 25 sq.m. pucca houses.
Includes LPG, electricity, and road access.
Reviewed in 2019; significant achievements noted.

c. Public Financial Management System (PFMS)

Launched in 2009 to track plan fund releases and real-time expenditure reporting. It aims for digitization of accounts, starting with Pay & Accounts Offices and expanding to broader financial activities.

Monitors fund flow and program implementation.
Supports real-time financial tracking and compliance.
Used by Government of India for fiscal accountability.

d. National Rural Livelihoods Mission (NRLM)

Aims to reduce poverty by enabling the rural poor to access self-employment and skilled wage employment opportunities through SHGs.

Social Mobilization & Capacity Building: Organizing rural poor into SHGs & federations.
Financial Inclusion: Improve access to credit, savings, and other services.
Livelihood Promotion: Training, technical aid, and market linkages.
Convergence: Aligning with other Govt schemes for holistic support.

e. Rashtriya Gram Swaraj Abhiyan (RGSA)

Revamped in 2022 (for 2022–2026), RGSA focuses on strengthening Panchayati Raj Institutions (PRIs) and localizing SDGs.

Reimagines PRIs as centers for self-governance and growth.
Mandatory orientation and refresher training for elected reps.
Funding pattern: 60:40 (Centre:State), 90:10 for NE/Hill states and UTs (100% Central).
