Functions of the Office
As enshrined in the Nagaland Town & Country Planning Act 1966, the primary function of the Office is preparation of Master Plan and Development Plans for the urban areas under Mon District and to create sustainable liveable environments for the urban residents by implementation of various Urban Infrastructure Development programs. District Urban Development Office, Mon at present is headed by the Assistant Urban Development Officer (AUDO) and assisted by the Ministerial staff, technical staff, and MTS staff. The District Urban Development Office Mon also has an agency established namely District Urban Development Agency (DUDA) to implement the DAY-NULM. This agency is headed by the Administrator & Additional Deputy Commissioner (ADC) as the Chairman and AUDO as Member Secretary, DUDA, assisted by one Community Organizer (CO).

Deendayal Antyodaya Yojana – National Urban Livelihood Mission (DAY-NULM) Centrally Sponsored Scheme implemented under the Ministry of Housing and Urban Affairs (MoHUA), Government of India, launched in Nagaland in 2014–15. The State Urban Development Agency (SUDA) is the nodal agency. In Mon district, the scheme is implemented by the Urban Development Office under the ADC as Chairman, AUDO as Secretary, and one Community Organizer under the District Urban Development Agency (DUDA), DAY-NULM. - Includes the PM SVANidhi Scheme (2020) offering collateral-free loans of ₹10,000 to street vendors.

Components of DAY-NULM Programme
1. Social Mobilization & Institutional Development (SM&ID) - Mobilizes urban poor households into Self Help Groups (SHGs) and federations. - One member per household, preferably a woman, forms SHG. - SHGs federate into Area Level Federations (ALFs) and further into City Level Federations (CLFs). - In Mon: 11 ALFs and 1 CLF have been formed.
2. Self-Employment Programme (SEP) - Provides bank-linked financial assistance to set up self-employment ventures/micro-enterprises. - Maximum loan amount: ₹2.00 lakhs for individual; ₹10.00 lakhs for group (SEP-G).
3. Employment Through Skill Training & Placement (EST&P) - Offers skill training to urban poor for self-employment or salaried jobs in private and government sectors.
4. Shelter for Urban Homeless (SUH) - Provides permanent shelters with essential services to the urban homeless. - In Mon: One Patient Attendant Lodge constructed near Civil Hospital under SUH component.
5. Support for Urban Street Vendors (SUSV) - Facilitates access to vending spaces, credit, and social security. - Implements PM SVANidhi Scheme with collateral-free loan of ₹10,000 (launched in 2020).
